Create resource/performance monitoring authority on Operations side to track load, response, DB use, and signals for when AI Workspace or public apps should move to separate hardware.

Acceptance Criteria

Resource monitoring schema and dashboard exist; AI Workspace and Operator Console can be tracked independently; separation thresholds documented.

Notes

Resilience principle: do not let one update or workload bring both operations and public content apps down.
