Design roles and permissions for future multi-operator use: Administrator, Operator, Content Creator, Reviewer, Publisher, Viewer, and Client/Guest roles.

Acceptance Criteria

RBAC model documented; protected modules mapped to roles; migration path from OAuth identity to app roles exists.

Notes

Do not build full RBAC until OAuth identity is stable.
