Create a MariaDB-backed content authority layer for content_ideas, content_personas, content_channels, content_schedule, and content_publications. Consolidate Airtable, Make, JSON2Video, Google Sheets, legacy content ideas, and future AI-augmented content generation.

Acceptance Criteria

Content authority schema exists; initial content/persona/channel/schedule concepts are queryable; Operator Console can later browse and manage the content authority.
